Pekanbaru, the capital of Riau province is heading into a metropolitan city. With all the intense activity and make the city of Pekanbaru tiring easily saturated and stress. Therefore, people need entertainment venues that can help eliminate fatand relax away from all the activity. To curb this, therefore made a policy governing public entertainment in the city of Pekanbaru that is Regional regulation 3 of 2002. The problem in this research is still there entertainment venues that violate the provisions of the regulations in this area are characterized karaoke entertainment with compliance indicators and what's happening. Results from this study is that there are a few things that did not go according to the policy content of the policy indicates less successful in its implementation
