    PELAYANAN PENERBITAN HAK MILIK ATAS TANAH MELALUI PROYEK OPERASI NASIONAL AGRARIA (PRONA) DI KANTOR PERTANAHAN KOTA PEKANBARU TAHUN 2011

    Government policy in the area of land is expected to provide a public service to help people regardless of socioeconomic level, particularly anticipating land and help the weak economy that have not registered their land by giving the certificate of land ownership through the National Agricultural Operations Project (PRONA). The project was given to the community the Tax Object Sales Value (NJOP) not more than Rp. 30.000.000, - (thirty million dollars) and the administrative charge of 5% as revenue for the state of Cost Land and Building (BPHTB) in accordance with Law No.. 21 of 1997. Based on the results of the study show the procedures for granting certificates of land ownership through the National Agrarian Project Operations in District Handsome Pekanbaru has been implemented in accordance with existing procedures and carried out systematically. But still there are many obstacles in its implementation in the district, particularly in Charming New and Sidomulyo Simpang Village West, is as follows (1) Difficult to find objects that have a Tax Object Sale Value (NJOP) no more of Rp. 30,000,000, (2) The number of people who can not afford to pay the Customs Acquisition of Land and Building (BPHTB). (3) The difficulty of the applicant (economy class society low) complete the required paperwork. (4) The difficulty of the applicant presents border (neighbors) at the time of measurement
