    Abstract With the effectuation of the law No. 32 2004 concerning local government, central government gave the delegation of authority to the local government. In the Government Regulation No. 38 2007 about the Government Affairs Division of the Government, Provincial Government and District Government or City, the authority in the field of oil as an optional bussiness for local government affairs. Agriculture sub-sector isa potential flagship in Kuantan Singingi regency. The Plantation Business Permit (in bahasa indonesia called IUP) as well as controlling of oil palm plantations by the government in Kuantan Singingi is still very uncontrolled well. It is based on the situation that is happened there, there are so many oil palm plantation companies are in trouble with the local community. The purpose of this research was to describe how the implementation of the control of the Government of Kuantan Singingi Regency to oil palm plantations and explain what factors that become problems then.In this research, writer used observation and interviews methods. As well as qualitative descriptive data analysis. The conclusion of this study is the lack of effective control of the Government of Kuantan Singingi regency to oil palm plantations is still happened. The another problems that caused the lack of effective supervision is there are many violations that can not be dealt with firmly so that existing problems not being resolved and the lack of budget to conduct supervision and the uncooperative company.Therefore, the Government should be more selective in giving the permits to the companies and effectively supervise and conduct regular monitoring to them.
