    The study of The Labor Force on Health sector based Policy on Japan – Philippines Economic Partnership Agreement attempt to provide assessment of the implication of changed of demographic in Japan caused shortage of labor force for in Japan itself especially on public health sector that caring of elderly people. The objectives of the study was design as to analyze the policy of Japan Government to recruit the labor for health sector in term of nurses and caregivers from Philippines. The Japan government policy to export foreign labor from Philippine for Public Health sector as the controversial policy due to conflict of interest from the stakeholders. Japan – Philippine Economic Partnership Agreement (JPEPA) consist of arrangement the movement of natural persons between Japan and Philippine countries. Based on the analysis of this study the implementation JPEA will imply the mutual benefit to both countries if the entry of Philippine nurses and caregivers is liberalized to promote increased productivity
