    ABSTRAK This research background by the fenoma seen yet effective implementation of the program, this is going to prove to his arrears installment payment each month and the use of funds that are less well targeted to the poor community. The formulation of the problem is How Economic Business Programs Village Savings and Loans (UEK-SP) in the Village District Rejosari Tenyan Kingdom City Pekanbaru? and what factors affect Economic Business Programs Village Savings and Loans (UEK-SP) in the Village District Rejosari Tenayan Kingdom City Pekanbaru?. This study intended to determine the Program in Economic Business Village Savings and Loans (UEK-SP) in the Village District Rejosari Tenyan Kingdom City Pekanbaru. And to know what factors influence the Economic Business Programs Village Savings and Loans (UEK-SP) in the Village District Rejosari Tenayan Kingdom City Pekanbaru. The theory used in this research is the theory of Edward A. Suchman on policy evaluation. While the factors that influence the Evaluation of Economic Business Programs Village Savings and Loans (UEK-SP) in the Village District Rejosari Tenayan Kingdom in this study using oprasional variables found in the current research. The method used in this research is descriptive qualitative method of data collection techniques, observation and interviews. Key informants in this study is the chairman UEK-SP Bloom sari dasn people who understand the object of this study. Based on the findings through observations and interviews, it can be concluded that the Evaluation of Economic Business Programs Village Savings and Loans (UEK-SP) in the Village District Rejosari Tenayan Kingdom Pekanbaru pretty good. Factors that affect them officers, public perception and human resources.
