    KEBIJAKAN PENGELOLAAN LINGKUNGAN HIDUP BERBASIS MASYARAKAT HUKUM ADAT DI PROVINSI RIAU

    This article has an issue on environmental issues related to land and forest fires in Riau Province, which has received serious attention both nationally and internationally. The purpose of this study is to find out how the Environmental Management Policy is based on the Riau Provincial Regulation Number 14 of 2018 and how the Customary Law Community Based Environmental Management Policy in Riau Province. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the Environmental Management Policy based on Riau Province Regional Regulation Number 14 of 2018 should be adjusted to the basic environmental issues and the interests of indigenous peoples for the creation of a natural balance in environmental management., Regional regulation of Riau Province Number 14 of 2018 needs to be socialized to other legal institutions in Riau province so that in the role of managing and resolving environmental conflicts the role of Customary is not marginalized. The Customary Law Community-based Environmental Management Policy in Riau Province depends on the participation and concept of government policies that maintain the wisdom of indigenous and tribal peoples in environmental management in Riau province, it is important to have a strong sense of love and ownership of the environment in Riau by the indigenous and tribal peoples ., it needs to be a common concern in order to improve and achieve goals.

    Penerapan Konsep Dynamic Governance Pada Pemerintah Daerah Kabupaten Siak

    Perubahan lingkungan mendorong lahirnya adaptive policy yang bukan hanya merupakan reaksi pasif pada tekanan eksternal tetapi juga pendekatan proaktif pada inovasi, kontekstualisasi, dan eksekusi. Ide-ide baru juga menghasilkan kebijakan sesuai konteks (adaptive policy) dapat dieksekusi dan menghasilkan dynamic governance. Boon dan Geraldine merumuskan Dynamic Governance sebagai “to how these choosen paths, policies, institutions, and structures adapt to an uncertain and fast changing envinronment so that they remain relevant and effektif in achieving the long-term desired outcomes of society. Reformasi administrasi publik memiliki hubungan yang erat dengan konsep dynamic governance, karena reformasi administrasi publik berorientasi pada perubahan di antaranya dalam implementasi kebijakan publik. Dynamic Governance merupakan suatu konsep untuk mempertahankan dan mengembangkan eksistensi suatu pemerintahan / organisasi agar tetap hidup (survive) menghadapi perubahan global yang cepat dan tidak menentu. Organisasi pemerintah / organisasi lainnya tidak boleh statis, keberhasilan kebijakan, strategi, dan program sedang berjalan atau masa lampau tidak menjamin kesuksesan masa depan. Oleh karena itu diperlukan semangat/ dinamika untuk selalu menyesuaikan kebijakan, strategi, dan program dengan perkembangan masa depan melalui thinking ahead, thinking again, dan thinking across. Penerapan konsep dynamic governance di Kabupaten Siak sudah dilakukan dengan baik. Hal ini dibuktikan bahwa sepanjang tahun 2017, sebanyak 24 penghargaan dan prestasi mereka raih baik itu di tingkat Provinsi Riau maupun di tingkat nasional. Dari 24 penghargaan itu, dapat dikatakan setiap bulannya dua penghargaan diraih daerah bekas kerajaan Melayu Islam itu. Berdasarkan prestasi yang diraih Pemerintah Daerah Kabupaten Siak tersebut menunjukkan kemampuan pemerintah menyesuaikan kebijakan dengan perubahan lingkungan global yang cepat dan tidak menentu sehingga tujuan yang ditetapkan dapat tercapai menjadi bukti bahwa penerapan konsep dynamic governance telah dilakukan Pemerintah Daerah Kabupaten Siak dengan sangat baik.

    Pengelolaan Danau Bakuok Kecamatan Tambang Berbasis Kearifan Lokal

    The era of sustainable development requires people and the government to be able to cooperate in carrying out a development. One form of participation that is able to engage the community enthusiastically when a policy is able to touch the local wisdom side. Lake Bakuok is a lake that has a tradition of being managed by the community, one form of which is to hold an annual agenda as a form of the traditional program, Maauwok. The village of Aur Sati is an administrative area of Lake Bakuwok, in the village there are 10 Tribes that manage Lake Bakuwok together with the village government. The research method used is the Qualitative approach, which is the informant of this research are the Village Head, Customary Head and local community. Management based on local wisdom will certainly be in line with maintaining environmental values. Simplicity by passing down the method is a preliminary idea of managing Bakuwok Lake based on local wisdom, but what is found is not in line between the basic principles of local wisdom that occur. around the lake already planted with palm oil plants in ecosystems, of course oil palm will absorb water and cause the lake to dry. The next thing was found a number of ulayat lands that were allegedly sold, because of abuse of authority by the chief. So this article will analyze the policy of managing Lake Bakuok based on local wisdom

    Peningkatan Ekonomi Rakyat Berbasis Desa Wisata Pada Desa Pulau Gadang Kabupaten Kampar

    Dinamis nya pertumbuhan objek wisata merupakan sebuah tantangan bagi pemerintah. Pengelolaan sendiri oleh masyarakat dalam Desa Wisata berarti memberikan kesempatan seluas-luas nya untuk masyarakat mampu mengembangkan dan meningkatkan ekonomi dari masyarakat lokal secara keseluruhan. Desa Pulau Gadang memiliki potensi yang besar dengan munculnya beragam objek wisata. Metode yang digunakan menggunakan pendekatan kualitatif. Penelitian ini menemukan dalam menghasilkan format desa wisata pada desa Pulau Gadang selain membutukan aspek partisipasi masyarakatnya yang tinggi, hal ini juga dibuktikan dengan aspek legalitas dan keamanan yang harus terpenuhi.

    The growth of Kampung Pinang Village Residents in Kampar Pinang Sub-district is very rapid, amid the development of various sectors of life accompanied by increasing HDI Kampung Pinang Village. Population growth in every region especially in Kampung Pinang Village is based on birth and immigrant who then settled in Kampung Pinang Village, while the reduction of population is based on death and migration out of Kampung Pinang Village. This population growth based on information from the Department of Demography and Civil Records of Kampar Regency has not been accompanied by formal legal documents of the administrative population in accordance with the order of administrative mandate of Law no. 23. The distribution of population identity documents is not caused by people's ignorance of the importance of having a residence document. Raja Kampar regency has relatively small but the largest population still has no population document Based on that the team of devotion has made cooperation with the District of Perhentian King Kampar regency serve as the object of devotion by conducting Socialization of Population Administration based on Law Number. Law No. 23 of 2006 and Law No. 24 of 2014 concerning the 12 basic changes of population as follows: E-ID Applicability Period, Issuance of Certificate of Civil Registration, Recognition and Ratification of Children Legal Acknowledgment Act.Process and Publication of Population Document No Cost (Free) , Prohibition of free of charge for all documents of residence (KK, e-ID card, Birth Certificate, Marriage Deed, Death Certificate, Deed of Divorce, Deed of Recognition of Children, etc.) Death Record. The participation of citizens to obtain rights and responsibilities as residents through the possession of proper and administratively documented citizenship documents will make it easier for local governments to adopt policies in dealing with people-related issues
