    This study of public participation in the elections of regional heads and deputy heads of Pekanbaru city area in 2011 (case study TPS.06 RT.03 RW.03 village Padang Terubuk). Phenomenon of low community participation in the elections of regional heads and deputy regional head (election) pekanbaru 18 May 2011 in TPS.06 RT.03 RW.03 village Padang Terubuk, the data showed that participate only 57.81 percent (%) voters list (DPT) which provides voting rights. Constitutional court (MK) dropped its decision to cancel the news event recapitulation of votes for the election of regional head and deputy head of the region in 2011 by the city of Pekanbaru election commission (KPU) Pekanbaru city, precisely on 24 May 2011 ordered the re-voting (PSU) in 90 days ahead of time. Dated 21 December 2011 re-implemented voting (PSU) and it turns out that community participation has decreased to 53.13 percent (%). Based on this phenomenon, this study aims to investigate the characteristics of respondents and analyze the factors that affect the low participation of respondents using the theory pleased with the participation. This research constitute quantitative research descriptive, then the for analyze the data is presented in the form of figures. This study uses questionnaires and interviews aimed to obtain information in the study. Type of data used is primary data and secondary data.
