    This Research would like to see the role of Badan Kesatuan Bangsa Politik dan Perlindungan Masyarakat Riau Province in guidance toward NGO of Riau Province. Later appeared a negative image on the existence of NGOs in society. This negative image is obtained because some people report that shows that many people set up an NGO is only used as a guise for profit alone. Therefore, as for the problems inherent in this research is how the role of National Unity and Community Protection Politics in Riau province to guide the scope of NGOs in Riau Province and the obstacles faced and the Politics of National Unity Agency Public Protection Riau Province in doing guidance on the scope of the NGOs in the province of Riau Province? This research is qualitative, then for descriptive data analysis presented in the form of analysis. Data were collected through informants, key informants and data from the field. Once the necessary data is collected, the authors further separating and classifying the data according to its kind. The data obtained in the field combined with data obtained through informants, then the final conclusions drawn from these data.
