PENTAThis study aims to determine the quality of service in order to attract tourists to visit attractions Lake Airport heaven, for material information on the Department of Culture and Tourism of Pekanbaru on tourism development agency servicing Bandar Kayangan Lake. The research is descriptive qualitative approach. Researchers sought to reveal the facts in accordance with the fact that there is no intervention for the condition occurs. In the descriptive qualitative research method is a type of research that aims to create a descriptive (picture) and the relationship between the phenomena under investigation. Descriptive research does not provide treatment, manipulation or alteration of independent variables, but it describes a condition is. Data collection techniques in this study was the observation, interviews. Once the data is analyzed then continued by making conclusion of the study, while the conclusions from the results of Case Study Analysis of Internal Services Agency for Tourism Development Organisation Kayangan Lake Airport is an internal service that made City of Culture and Tourism Attractions Pekanbaru in developing Kayangan Lake Airport to become tourist attraction can be reliable in the city of Pekanbaru do several things: Dividing Bandar Kayangan Lake area into several zones, making referrals development masterplan. There are some barriers that are owned by the Tourism Bureau to develop Bandar Kayangan Lake attractions. It was of course greatly impede the planned development. Constraints are: inadequate management, lack of investors interested to invest, Human Resources at the Department of Culture and Tourism has not professionals in the field of tourism.
