One of the fundamental problems in city government Pekanbaru city is : social problems, especially the problems of waste in the outcome of the public either indiduals or groups, population growth and changes in the pattern public consumption raises a lot of waste of an increasingly diverse. Waste management has not been in accordance with the methods and techniques of waste management environment so that the negative impact on public healty and environment. In control of hygiene do some process, in the process control is : establish standards, measure performance and make improvements if there are irregularities. This study aims to look at the cleanliness of the city controlling Pekanbaru, and factors affect the controlling. The concept of the theory is the concept of control used by Siswanto. This research eses descriptive qualitative method. The place of research in a lot of garbage strewn. Soure of data used primary and secondary file. File collection techniques are interview, observation and literature study. Based on research in the field that cleanliness in the city Pekanbaru is good enough by author it can seen from interviews and observations that researches.
