    DINAMIKA PROSES PEMEKARAN KABUPATEN INDRAGIRI HILIR (INHIL) TAHUN 2008-2010

    Abstract Indragiri Hilir District is one of District among 12 Districts / Municipalities in the province of Riau. In the history of its development is the expansion of the District Indragiri by Act No. 6 of 1965 on the establishment of the Regional Level II Indragiri Hilir. Until now the Administration already has 20 sub District 195 villages and 21 urban villages white the central local government in Tembilahan. Under Regulation 78 of 2007 on Regional Expansion, the district indragiri hilir will conduct division regions of South Indragiri Hilir and Indragiri Hilir north. But the long journey still seems to be coloring division Indragiri Hilir district. The most urgent problems is the problem of difference in the two recommendations related to the issue of the division. Beginning of the spirit of that extension is an attempt to achieve equitable development and welfare as well as to accelerate the realization of a prosperous Indonesia. Besides, it is also the demand of the people who feel that the area has been explored and exploited by the central government excess. As a social phenomenon, the conflict will always exist in every society because of difference and diversity is a hallmark and supporting the formation of a society. Basically conflict can be considered. Conflict should not be hostile, although this situation may occur if in the event of two or more opinions or actions that are part of the conflict situation. According Ramlan Surbakti, conflict implies "clash" as a difference of opinion, the competition with a conflict between two individuals with individual, group by group, individuals with groups, and between individuals or groups by government. There are also two different recommendations those are Recommendation council in 2008 and Recommendation Regents in 2010. Which rekomedasi council in 2008 that divided the two autonomous regions Inhil, be Inhil North and South. While the regents inhil recommendations in 2010 will divide into three regions expansion Inhil be shifted to the District Inhil Mandah, City and District Indragiri South.
