APBD is accountability instrument to public fund management and programme application that is paid by public. Simply, it can be said that public budget described economy condition from organization that includes information about outcome, budget, and activity. The researcher used key informants. The researcher used Pekanbaru Head of Education Department as key informants in this study. From key informants are going to be received the continuation of informants: they are consist of education department staff that is in charge of budget authorities and DPRD members in budget. The reseacher used snowball sampling method. In this research is known the factors that influenced the APBD accountability Pekanbaru are lacking the highest loyality in doing the main task and function and perception factors among the public is not going well

The services provided by the Library, Archives and Documentation Riau Province in accordance with the Standard Operating membership includes administrative services, lending services and service return library materials library materials. Services are assessed based on five variables that are tangible, empathy, reliability, responsiveness and assurance which research using qualitative methods. The results of the five variables which services performed of Library, Archives and Documentation has not been implemented optimally. Limiting factors due to the limited human resources, the existing technology and the limited number of visitors or users of the library who can not maintain the confidence of the damage library materials such as ripping, cross out even eliminate library materials .

Later observations for viewing and analyzing events in the field. The result shown the distribution of Raskin still founding some matter which not suitable with the result Raskin indicator on achieve the 6T (right apporiate, quantity, price, time, quality and administration) target with the result that can influence the distribution process of Raskin.

The organization is an arrangement that seems logical from the parts that are dependent on establishing an overall bersatupadu by which power and control can be implemented with the aim of reaching a particular purpose. Furthermore, the organization Kepenghuluan Consultative Body (BPK) is one element of the implementation of the Government, made up of community leaders who serve nurturing existing customs, make regulations, accommodate and channel the aspirations of the people and to supervise the implementation of the Government. So far the CPC in Kepenghuluan Trenches Aman District Bangko lacking in discharging its functions. Samapai current CPC presence in Kepenghuluan Trenches Aman has not revealed its function as a check and balance between the government and society in Kepenghuluan Kepenghuluan Safe Trenches. Should the government and the CPC in Kepenghuluan Kepenghuluan Safe Trenches memperjuangkaqn can act and serve and accommodate the interests of society and function as protector of society, setting rules, monitoring, and receiving and distributing aspirations. The purpose of the study by the research problem is to know How Kepenghuluan Consultative Body Functions in Sub Safe Trenches Kepenghuluan Bangko Rokan Hilir. The concept of the theory is the theory of functions of CPC used by Drs. HAW. Widjaja. The indicators in this study such as guardianship, legislation, pengawasana and channeling the aspirations of the people. This study uses descriptive qualitative research study sites Kepenghuluan Safe Trenches Bangko Rokan Hilir district and the key informant was Penghulu, Secretary Penghulu, officials Kepenghuluan (Chairman of Government Affairs, Public Affairs Chairman, Chairman of Development Affairs, Chairman of the Peace and Order Affairs , Village Head), Chairman of the CPC, CPC Member, RW, and RT. From the research, it can be concluded that the implementation of the results of research by the author regarding the functioning of the Consultative Kepenghuluan in Kepenghuluan Trenches Safer Bangko Rokan Hilir district, yet that should lead to a good fit with the function of CPC is nurturing, legislation, oversight, and accommodate the aspirations society as the Regional Regulation No.. 4 Year 2009 on Kepenghuluan Consultative Body. Suggestions from this study in order to function in Kepenghuluan Kepenghuluan Consultative Body 2 Safe Trenches Bangko Rokan Hilir District agara done better, especially in the rulemaking, the more favor to the community.

Health Authorities is implemating service unit in health cone at Pekanbaru city. Though the rule of regional otonomi, health authorities have a rule handling the healthy problems happened in Pekanbaru. One of communicable deseales wich become phenomena in Pekanbaru is Dengue Haermoogrhagic Fever (DBD). The handling of DBD case for enemy year always become a rootine programe of health authorities, however the result of ther case never be finished from year to year with the unpredictable amount of patient. The case climax thet happen in 2011, in wich the amount of the patient decrease for two times, 433 cases. Based on the fact the researcher wants to do a descriptive research about “The Analysis Performance of Health Authorities Pekanbaru (Case Study of Tackling Dengue Haermoorhagic Fever Year 2011), and the factors influence the performance. Theoretical concept used is Saduwasistiono performace theory, by elaborated there indicators that is productivity, service quality, and responsivity. Factors influence performance is health resource and socrely partipation.

Employee Performance is the result of the quality and quantity of work achieved by one employee in carrying out their duties in accordance with the responsibilities assigned to him. Employee performance is very important, because a good performance will lead an organization or agency to a predetermined destination. Organizational plan will be achieved by either an organization or agency having employees who have the ability to perform the duties assigned to it and have a high motivation. So it will achieve its intended purpose. Theoretical concepts used in this research is translated TR Mitchell. The indicators used in this study are: Ability Personnel and Employee Work Motivation. The population in this study were all employees of Regional XII BKN Pekanbaru. This study used the Likert technique, the data is processed using the next table were analyzed descriptively. From the results of research on the performance of employees in the State Personnel Board Regional Office XII Pekanbaru, evident from the results of the responses is quite good because employees have the ability to perform a given task and the motivation provided by the leadership.

Abstract : Civil servent as the big power to improve the produktivitas of organization, the individual as worker at organization or advertasing a worker they have to do their job as good as possible to receive what we want to be. The civil servant mush have a good character in worker. But the fenomena that happen many of civil servant doesnot do their work kindly. Many of them still out side when the working time many of them doesnot have a responsibility to their work. And in this reset the researcher want to know how the analyzing of civil servant worker at forest and plantation officer Bengkalis regency. This research to know the factors effect of civil servent worker at forest and plantation officer Bengkalis useful to requirements research, the research use descriptif kualitatif and the location of this research is Bengkalis regency and rhe civil servant as the informan and in analyzing the data use civil servant worker as the teory and then with other information. From this research we can conclude the civil servant worker at forest and plantation officer Bengkalis doesnot good yet.

Based on the researcher wishes to conduct a descriptive study of the performance of the Regional Water Company services the town of Dumai. The problem in this study is how the performance of the Regional Water Company service Dumai town and factors - factors that affect the performance of services Regional Water Company (PDAM) of Dumai city. The concept of the theory is the theory that the author of Saduwasistiono performance: productivity, quality of service, responsibility. Factors - factors affecting Capital Resources is a factor, a factor of Human Resources and Technology Resource factors. This study uses qualitative research methods to study descriptive data. In collecting the data, researchers used interviews and observation techniques. These results indicate that the performance of the public service by the Regional Water Company Dumai city is poor. In addition, there is a factor of capital resources, human resource factor and resource factors that impact the performance of the technology

Limited health insurance to the public. This study aims to determine the benefits of education and training of employees at PT. Branch askes Pekanbaru. The study site is located in the PT Askes (Persero) Branch Pekanbaru is located at Jalan Jend. Sudirman No.. 3 Pekanbaru. Subjects were those who knew or completeness of the information nor the object of research. The main data collection techniques or the use of primary interviews / interview. The results prove that the benefits derived from education and training PT. Health Insurance can be obtained with a more competent employee in performing his job duties and obligations. PT. Health Insurance also gave birth to a qualified employee as well as increased performance are positive so make a real contribution to the continuation of PT. Health Insurance and generate priority of customer service so as to materialize the motto "Customer Service Beyond Expectations".

This study aims to look at how the implementation of the work program of PDAM Tirta Indragiri in providing adequate water for consumption Tembilahan city costumer. In the work program of PDAM Tirta there are three kinds of programs, that is water quality improvement programs, development program and program services press loss water technical and non-technical. Where these three programs is that the object of research. The theory used in this study is the work program. This study uses qualitative research methods with examine data in a descriptive manner. From the results obtained that the work program has not been effective PDAM, This case demonstrated the persistence of the work program was not implemented due to constrained funding issues and programs that have been implemented but the results have not been up to the quality, quantity and continuity of clean water in the Tembilahan city can not be achieved.

In an effort to reduce poverty, the government has tried various programs one of which is the National Program for Community Empowerment MandiriPerdesaanyang expected to reduce poverty and empower the poor through programs in the National Program for Rural Community Empowerment (PNPM-Mp). But in fact the poor are not able to be addressed and only a part of the community terperdayakan through the program. For that the implementer must be maximal in conducting the program. However, the program was pretty good but not maximized.

Execution of duty is to represent important matter in Institution or organization, with existence of execution of duty which is good to be expected can improve performance better. Target of this research is to know evaluation execution of officer duty at Office Sub-Regency Chief of Bangko Sub-Province of Rokan Hilir. Problems at this research is execution of duty less execute better, and goals which wish to be reached from execution of duty less as according to his realization. This research use theory of Jhon Suprihartono, explaining that execution of duty can be measured from : Domination of duty, ability work along, ability finish punctual work, and existence of correct job report. This Research target is to analyse execution of officer duty at Office Sub-Regency Chief of Bangko Sub-Province of Rokan Hilir, and analyse factors resistor of execution of officer duty at Office Sub-Regency Chief of Bangko Sub-Province of Rokan Hilir. Research result indicate that execution of officer duty good enoughly, namely goals which wish to be reached enough as according to his realization, namely enough officer can in execution of duty which have been given, while factors resistor of execution of officer duty is in the case of lack of facilities and basic facilities execution of duty and making of report result of execution of duty often experience of delay or mistime as according to schedule which have been determined

This study aims to determine the quality of service in order to attract tourists to visit attractions Lake Airport heaven, for material information on the Department of Culture and Tourism of Pekanbaru on tourism development agency servicing Bandar Kayangan Lake. The research is descriptive qualitative approach. Researchers sought to reveal the facts in accordance with the fact that there is no intervention for the condition occurs. In the descriptive qualitative research method is a type of research that aims to create a descriptive (picture) and the relationship between the phenomena under investigation. Descriptive research does not provide treatment, manipulation or alteration of independent variables, but it describes a condition is. Data collection techniques in this study was the observation, interviews. Once the data is analyzed then continued by making conclusion of the study, while the conclusions from the results of Case Study Analysis of Internal Services Agency for Tourism Development Organisation Kayangan Lake Airport is an internal service that made City of Culture and Tourism Attractions Pekanbaru in developing Kayangan Lake Airport to become tourist attraction can be reliable in the city of Pekanbaru do several things: Dividing Bandar Kayangan Lake area into several zones, making referrals development masterplan. There are some barriers that are owned by the Tourism Bureau to develop Bandar Kayangan Lake attractions. It was of course greatly impede the planned development. Constraints are: inadequate management, lack of investors interested to invest, Human Resources at the Department of Culture and Tourism has not professionals in the field of tourism.

Coaching career civil servants carried out by a career system and the performance of the system that put emphasis on achievement system krja. To ensure the implementation of the task of developing the governance and efficient and effective manner, it is necessary civil service coaching system that is able to provide a balance of ensuring the rights and obligations of civil servants to motivate performance that allows potential employees optimally developed in order to achieve effective implementation of government and efficiently. These results indicate that the coaching career civil servants at the District Education Office Indragiri Hilir, has not done well, there are several factors pengnghambat employee coaching career both in terms of education, human resources, education and training, and so forth.

Abstract :The aims of this research are to know about the implementation of controlling the fresh water supply by PDAM Tirta Kampar. This research was reset at PDAM Tirta Kampar Kabupaten Kampar. The Key informan of the research are formal person and informal person. Formal person is the Director of PDAM, and the employee that understand about the problem solving in the company. Informal person came from consument of PDAM Tirta Kampar in Bangkinang. According to the result the implementation of controlling function in the fresh water supply that support by PDAM Tirta Kampar Kota Bangkinang were using extern and intern way. The implementation of intern control function were not good anyway because there are some problem like scarcely in the employee amount and transportation facility that needed to perform a good control system. According to the consument the external control are also not in a good implementation and system anyway, it because consument were not been involved in the control system.

ABSTRACT The purpose of this study to determine the performance of civil servants and teachers of teachers of private employees in SMP Negeri 1 Rambah with SMP Muhammadiyah Rambah Rokan Hulu. Techniques in writing using descriptive analysis techniques. Informants in this study using a snowball sampling technique. Source of data obtained in this study are from the literature and data include: Demographics School, the number of teachers, educational level of teachers, school achievement, and academic achievement value UAN SMP and SMP Muhammadiyah 1 Rambah Rambah Rokan Hulu. Comparison of the performance of teachers include: equality of civil service teachers and teachers of private employees in SMP and SMP Muhammadiyah 1 Rambah Rokan Hulu based on teacher competence and duties of civil servants and teachers of teachers of private employees. The difference includes: Discipline in and go home civil servant and teacher of private employees, the average working time civil servant, the division of labor and distribution, placement civil servant who does not comply with many areas of expertise, teacher selection and coaching. Performance factor civil servant teachers and teachers of private employees in SMP Negeri 1 Rambah with SMP Muhammadiyah Rambah Rokan Hulu include funding, quality, systems, values and norms. Performance factor civil servant teachers and teachers of private employees in SMP Negeri 1 Rambah with SMP Muhammadiyah Rambah Rokan Hulu's most dominant is the quality of teachers in performing teachers.
