Therefore, the management should be guided by the values of good governance. Village guided by the Law No. 32 Year 2004 on Regional Government, is: "the unity of the legal community who have boundaries that are authorized to manage and take care of the interests of local communities based on the origin and local customs that are recognized and respected in the system of administration of the State Unitary Republic of Indonesia ". This study aims to determine the Government Accountability Implementation Fund Allocation In Rural Villages (ADD) in the village of Purba Build Build District Purba Rokan Hulu and Hambata- Hambatanpemerintah to determine the allocation of village funds. Using resources through informants. While the techniques of data collection consisted of observations and interviews with the source data consists of primary data and secondary data. The results showed that the Government Accountability Implementation Fund Allocation In Rural Villages (ADD) in the village of Purba Build Build District Purba Rokan Hulu has not been good and maximum. The factors that influence in the Government Accountability Implementation Fund Allocation In Rural Villages (ADD) in the village of Purba Build Build District Purba Rokan Hulu consists of human resource factors, community participation, and poor coordination.

Making the elite in government involved in a conflict which will only weaken the position of the government. In this study authors used qualitative research methods who intend to seek the facts much - much to then be concluded. The type of data used in this study primary data obtained from interviews with informants who are considered to know a lot about the problems in care. There are also secondary data obtained from agencies involved in the research. Based on the findings in the district. Inhil, partner government leaders split up due to personal incompatibility, differences in value systems, differences in leadership style, and triggering political marketing competition evident in the 2008 elections. It can be seen that on Based Direct Election, General, Free, Confidential, Honest and Fair ( LUBER ) according to article 56 paragraph 1 of Law no. 32 of 2004, which involves the entire community, between the two heads of government (Regional Head and Deputy Head) Compete for the position of the previous period the Regional Head. so family unity government leaders can create an individual - each party can unite a mismatch between them. This study wanted to see the process of political recruitment by Golkar and PKS on election in Siak. The important study that happened in the election in 2011 is an advanced Syamsuar a district candidate ever lost when the election of 2006. Syamsuar coming back other candidates, namely Regent OK.Fauzi Jamil who is the vice regent 2011-2016 period. Looking at the issue of political parties in determining district candidate promoted, this study used qualitative methods. This study uses object informan as aimied to achieve mastery in getting information. The types of data used in this study is primary data and secondary data obtained through in-depth interviews and the collection of documentation associated with the study. Analysis of the data in this study using data analysis desktiptif. Based on the analysist, This study found the following: first, that the pattern of recruitment by Golkar and the PKS is very different where the Golkar Party and networking will open Regent Candidate while opened the registration, simply open the lines of communication with party officials. Second, the similarity between the two parties is a bearer party Syamsuar as regent candidate in the 2006 election and still woke up with communication Syamsuar though he has lost the election in 2006. The factors that cause Syamsuar finally back carried by Golkar and PKS There are two factors of internal factors and external factors. The internal factor is the level of popularity and electability higher comparing other candidates, Syamsuar have gained the support of other political parties, Syamsuar get a lot of supporting from the community, Syamsuar willing to finance the operations of the campaign and witnesses in TPS (polling) and communications are still established since the 2006 election. Then the external factor is the support of the Siak regent Arwin as Syamsuar,Opinion Democrats and PDIP who think the advance Syamsuar the election of the party Golkar and PKS Syamsuar due to meet party especially financially.Then Syamsuar has considerable experience bureaucracy and has the vision, mission and programs Siak quite revolutionary

This research aims to understand: (a). Implementation between curicullum used in schools in Pekanbaru to the standard criteria for RSBI. (b). Curriculum development integration model in RSBI’s school in Pekanbaru. (c). Implementation of the program in RSBI’s schools in Pekanbaru. (d). problem encountered in the implementation of the program. (e). Factors that influence the implementation process of RSBI program. (F). The solutions of RSBI schools in overcoming that problem. This study uses a qualitative descriptive approach. The data were collected from observation, interview and documentation. The findings of the data obtained as follows: (a). In general, the purpose, content, strategy and organization of RSBI program in accordance with international standards that adapted. (b). implementation of the program is targeted students, as an object that the implementation of the policy, teachers and the implementation of policies and institutionsor schools, as a means to promote learning in preparing and facilitating all the needs of teachers and students in the learning process. (c). In the preparation and implementation of the program RSBI many problems one of which is the lack of willingness of policymakers in facilitating policy. (d). The solution is carried out by the principle of coaching / development and training for teachers, principals so the program can be run as a hard and fast rule that the answer is found in accordance with the theory of policy implementation that is used in this program from the beginning through to post judgment pulp by the constitution lawcourt.

The purpose of this study was to Knowing implementation strategy of modern retail sales in Metro Plaza Supermarket Pekanbaru. This study aimed to determine the efforts undertaken by the company in terms of increased product sales in particular face competition. The research method used in this research is descriptive method. And research is measured using a Likert scale. Likert scale used to measure the attitudes of opinion and perception of a person or group of people about social phenomena. From the research terhadapap 30 respondents as a whole on the implementation of Product Sales Strategy Modern Retail Business Supermarkets In Metro Plaza. From the results of these studies can be obtained product sales strategy, in which the highest percentage of approximately 50.78% respondents agreed, 34.46% of the respondents strongly agreed, 9.39% of the respondents disagree, 4.32% of respondents said they did not agree, and 0.56% respondents strongly disagreed.

Analisis Kinerja Pelayanan Pada Unit Pelaksana Teknis Pendapatan Pekanbaru Selatan Tahun 2012

The Issues raised in this study is service delivery of BBNKB and service strategies of BBNKB in UPT Pekanbaru Selatan. There are two types of services, namely BBNKB-1 and BBNKB-2. BBNKB-1 is for new vehicles and BBNKB-2 for used vehicles or change owners. The foundations for BBNKB is the Law on Local Taxes and Levies The foundations for BBNKB is the Law on Local Taxes and Levies and Riau Provincial Regulation No. 12 year 2011 about BBNKB. The procedure starts from the counter service registration, cashier and Counters taking registration / SKPD and TNKB. Requirements based on the Instruction of the Minister of Defence and Security, the Minister of Home Affairs and the Minister of Finance Nomor Ins/X/1999; 6/IMK.014/1999 dan 29 tahun 1999 about Implementation of one-stop unified administrative system in publishing STNK, STCK, TNKB, collection of PKB, BBNKB and SWDKLLJ. The results showed BBNKB services affected by the coordination of Police (reg publishers, vehicle registration, and TNKB) UPT South Pekanbaru (publisher SKPD) and Services Prog (publisher swdkllj) because BBNKB attached reg serviced, vehicle registration and TNKB the police authority, the limits penyelesaianan maximum time is based on the completion of the replacement / modification / publishing reg requiring completion time for 14 days of work, while publishing SKPD, vehicle registration and tnkb generally completed within 1-3 days. BBNKB-1 rate is 10% of the sale value of motor vehicles (NJKB) and BBNKB-2 rate is 1% of NJKB.
ANALISIS KOMUNIKASI POLITIK MELALUI MEDIA MASSA RIAU POS (Studi Pemilihan Walikota Pekanbaru 2011)

The main study of this research is to analyze how the process of political communication made by the parties involved in the elections to the local mass media, namely Riau Pos and the effectiveness of political communication process so that one candidate can be more superior than the other. The theory used is the news and political communication. This study used qualitative methods and then analyzed descriptively. Objects that are examined in this study is the news about the campaign posted on the Riau Pos daily. The informants in this study is a journalist from Riau Pos daily. The data was collected through interviews and literature study documentation. The results showed that the news of one candidate is more widely reported. With the dominance of this news, the media is not aware of having to produce power for one candidate and marginalize other groups who also took part in the local elections Pekanbaru. So the news that was reported by media was bias, but the community also has its own view by choosing a candidate who was not supported by the media. The study recommends the media to publish news on the basis of conflict of interest, because basically the times have changed. The community has their own perspective and the media should act as a presenter of truth, not the constructor of reality.

It is behind me doing this study because of differences in the level of community participation in the first round of the election with a vote re (PSU). In the first round of Election 50.24% participation rate and the Birthday Ballot participation rate decreased to 48.34%. The purpose of the authors conducted this study was to analyze the factors that influence the low level of political partsisipasi Simpang Baru Village, District Charming. . Qualitative research is generating descriptive data in the form of words written or spoken of persons or behaviors that can be observed. Data collection technique is to interview techniques. Key informants in this study were Simpang Baru village chief, the head of the KDP and the Simpang Baru Village. The results of the study authors is the low level of community participation Simpang Baru influenced by two factors: socio-economic factors and structural factors. In the socio-economic factors, the Simpang Baru Village was not an iota of influence election results later against the value of their lives later. While the structural factors can be seen from the decrease in the number of voters list (DPT) from 82,546 in the first phase election to 80 068 on Voting Re.

This study entitled Analysis Implementation Function Inspectorate city Pekanbaru Year 2010-2011. This study aimed to determine the effectiveness Implementation of local government performance monitoring functions in office inspectorate city Pekanbaru , as well as to analyze the factors that influence the effectiveness of local government performance monitoring functions at the Regional Inspectorate Office Pekanbaru. Based on the analysis of the implementation of the monitoring function in particular the Office of the Regional Inspectorate of Pekanbaru turns out it can be concluded that the implementation of the monitoring well seen from inspection, testing to the investigation, was not optimal, this is due to the inaccuracy of time in conducting surveillance, not of accuracy of data deviations found for personnel supervisor at office Inspectorate of Pekanbaru. Abstract Based on the law/ By the law (pilih aja salah satu) No. 32 in 2004 about local government, it is still less precise in answering the shortcomings of the problems that occurred in the village government. Yet the maximum execution village government functions in government and society in the village of South Lipatkain and lack of coordination or participation of the people causing these problems occur. Therefore, the government must be responsive and villages need to evaluate the regulation and implementation in the field. Based on this research, it turns out the implementation of the functions of village government in the field of government and society in the rural South Lipatkain is not run effectively and experiencing problems and issues in the field. In the exercise of the functions carried out by the South Lipatkain village, there are several issues arising from the implementation of the functions of village government was not as expected. The problem is the lack of funds owned by the village and the lack of infrastructure owned by the village is not the main problem with the functioning of village government maximum. As in the case of government, the village of South Lipatkain does not have Human Resources (HR) is adequate to perform its functions in terms of government and society in the field of health insurance and lack of religious facilities such as mosques still can not be enjoyed by the whole village community.

The research is entitled “ The Analysis of the Application of Members Primary Credit Co-orperation Program in Kecamatan Tandun Kabupaten Rokan Hulu in 2010-2012” The KKPA program is one of the democratic economic program intended to increase the properity of local population. Thus in the application the teamwork among companies, co-orperative and local people is required under the surveillance of local government and people’s regional representative council (DPRD) To achieve the goal in applying the program a proper surveillance and financial transparency is required. The research question are how is the analysis of the application of this KKPA program and what obstacles whould be faced during the application. The abjectives of the research are to find out how the program would be applied and what obstacles would be faced. The scope of this research is descriptive. The data was collected from the field and direct interview with authorized spoke person. Based on the finding it was concluded that the application of KKPA program was still not proceeded in a proper way. It could be seen from the obstacles faced by various panties and also lack surveillance and financial. Transparency in the application of thid program. Based on those problem. The writer concluded that the aim of the program is not entirely reached.

This research was motivated by the many complaints against service mechanisms change the birth certificate ditas age of one year in the city of Pekanbaru Year 2012. This is indicated by a change in the mechanism of the birth certificate of service over the age of one year set by Law No. 23 Year 2006 on Population Administration and Local Regulations Pekanbaru No. 5 of 2008 on the Implementation of Population reasonable legal increasingly long and convoluted, thus requiring a longer time in the process of completion. The purpose of this study was to describe the impact of changes in the birth certificate of service mechanisms over the age of one year to the community and implementing agencies in the city of Pekanbaru. The usefulness of this study was to as information material to the relevant institutions having authority and responsibility in the field of Civil Registration. The method used is a qualitative research method describes the real situation in detail and to see the actual problem and research objectives. The results showed a change in the mechanism from the birth certificate of service over one year old birth certificate number of service over the age of 1 (one) year in the city of Pekanbaru has decreased and the completion time of the birth certificate at the age of one year became longer and cost a lot more. Impact of policy on the circumstances or groups outside targets or policy objectives can be concluded that the birth certificate Implementing Agency over the age of 1 (one) year has become a burden in carrying out the mandate of Law. 23 of 2006 due to the addition task that led to the implementation tasks become less effective and efficient

This research investigates and describes the preparation process of regional Government budget Pekanbaru City in 2012, the main issues raised in this research is the delay in setting budgets Riau Province over 2012 that have broad impact on the administration of the city of Pekanbaru. This research is using the theory associated with the formulation of plans of local regulations. Furthermore, this study conducted in Pekanbaru City Council, Agency of Regional Development and Regional Secretariat of Pekanbaru. The data required in the form of primary data and secondary data obtained through interviews for primary data and secondary data analysis to documentation for further analyzed with this method of analysis interactive. This research proves, first that the formation of the Regional Regulation About Budget Riau Provincial period in 2012 heavily influenced by political interests and forth between the governments and parliaments of Pekanbaru. Both of the factors that influence the formation of Pekanbaru City budget law of 2012 influenced External conditions, psychological and Communication Setting Intra-institutional. further the factors that affect the synergy between the Council and government ofPekanbaru city.
