dc.description.abstractAbstract :In effort development of area, need is same job between related parties, government also have to work is equal to existing stake holder area. Herewith hence aspiration to move forward area, secure and prosperous of society and make self supporting society will be keep handy. Orderly situation will have an effect on to life of society, just social conflict can be often happened and this matter will harm many side, by lifting a problems which related to orderliness of social. In sejangat village bukit batu district happened social phenomenon which can bother orderliness of public. Conservancy of livestock animal by released without there is custody, this matter get special focus of goverment of district and UPIKA (district head element). Then go out a policy in the form of handbill arranging about publisher of livestock animal in bukit batu district. Policy which is order its contents and also the prohibition order conservancy of livestock by released without there is this custody become focus this research of this. Result of this research ti show that execution of observation about publisher of livestock animal ini sejangat village bukit batu district is not execute better. there are some resistor factor influencing efficacy of made policy. that goodness of factor from executing observation (faktor intern) and also object observed and place area location problems of research (faktor extern). and ought to improve repair and evaluated so orderly atmosphere creation in societal life.en_US
