Abstract
This study aimed to analyze the business panglong mangrove charcoal in Bengkalis island
communities. The study was conducted in September - December 2015 in the Bengkalis -
Riau Province. The method used deductive qualitative rationalistic approach. In the survey
conducted open interviews with community businesses panglong mangrove charcoal,
forestry department, department of fisheries and marine Bengkalis. The results showed
that function. The results showed that the presence of panglong mangrove charcoal a
long-standing and productive in Bengkalis until now has not brought prosperity to local
communities (coastal). Local communities (indigenous population) is only employed as
laborers on the venture panglong mangrove charcoal exploited on the Bengkalis Islands.
The results also showed that the island of Bengkalis expect their rules and a clear legal
basis on the management of panglong mangrove charcoal in Bengkalis archipelago.
